The Cloak Common Skill is a Defensive skill, primarily used to avoid getting hit.
While cloaked, you are considered "untouchable", meaning you can drive through obstacle on the track, other racers, and any projectile without getting harmed. You are also "invisible", so other players cannot see you. Other players can still see drift tracks, and the flames coming out of most karts. Also, CPU racers will ignore the "invisibility", trying stun/bash you even though they cant touch you.
Using the charged cloak does not appear to affect the duration of an uncharged cloak if used at the same time. Another way of saying this is "Charged cloak does not uncloak you if you had normal cloak already going".

Bugs currently exist where Celia Mae's slowing aura still affects cloaked racers, and Randall's "scare screen" still shows up to cloaked racers.
It worth noting that as of Season 10, the racer in last place cannot pickup Defensive Common Skills.
"All Racer Classes will no longer pick up Common Skills Fire, Shield, Bomb or **Cloak** when in last position."

### Normal Activation
Power 1 Cloak last for ~8 seconds
Power 5 Cloak last for ~16 seconds
I assume that each power level of Cloak after the first gives an additional ~2 seconds of cloaked time, but I have not confirmed this myself.
### Charged Activation
All power levels of charged cloak take 3 seconds to "arm" before going off. During these 3 seconds, you are cloaked. The explosion lasts for 1 second before dissipating. Any other racer inside the explosion, or touches the explosion while its going off will be stunned.
The power level of the cloak does not affect the charged duration in which you are cloaked, but instead increases the area of the explosion that follows the cloaking effect. Without in game measurements, its impossible to tell what the exact dimensions are of the explosions. The explosion just "gets bigger".
